1Introduction
In Myanmar, the spread of hate speech, misinformation, and disinformation on social media and other communication channels intensifies ethnic, religious, and political tensions, and can escalate conflicts within society. This report systematically monitors and studies hate speech incidents that occurred in Myanmar during August 2025, analyzing their main sources, patterns of dissemination, vulnerable social groups, and potential impacts.
This study mainly focuses on content related to violence and incitement, ethnic and religious insults, and strong political criticism on popular social media platforms including Facebook, TikTok, and Telegram. In addition, it also provides recommendations for legal, technological, and community-based solutions needed to prevent and mitigate these hate speech activities.
This report describes how hate speech evolved in relation to Myanmar’s current political, economic, and social situation during the month of August. The information is intended to serve as a useful reference for peacebuilders, media workers, policymakers, and civil society organizations.
2Research Methodology
Since hate speech is a form of expression that arises based on feelings of hatred, there is no broad and precise universal definition. Therefore, for this report, the definition of hate speech is adopted from BHRN as follows.
It refers to strongly criticizing, blaming, inciting hatred against, or expressing hatred toward an individual or a group based on characteristics that should be protected, and manifesting such discriminatory and degrading treatment through speech, writing, behavior, or artistic expression.
It refers to expressions that attack a person’s inherent rights, such as religion, language, gender, sexual orientation, nationality, ethnicity, skin color, race, belief, citizenship, and physical appearance. The hate speech identified in this study is categorized as follows: hate speech portraying others as criminals, hate speech that is derogatory and insulting, hate speech that dehumanizes, hate speech that encourages violence, hate speech expressed as threats, and hate speech that glorifies acts of violence and hate.
BHRN has been monitoring and documenting daily the use of hate speech contained in news content disseminated by the military and its propaganda channels during the current period of political and military tension in Myanmar.
1Data Collection
Monitored platforms: Data collected from Facebook, TikTok, and Telegram channels
Types of content:
- Hate speech related to ethnicity, religion, politics, and gender
- Content inciting violence and discrimination
- Harmful misinformation and incitement-related posts
2Data Approach
Systematic monitoring (Manual Monitoring): Members of the hate speech monitoring team reviewed designated words, images, and videos.
3Data Analysis
- Categorization by topic: Grouping according to themes such as ethnicity, religion, politics, etc.
- Level of dissemination: Measuring social media engagement (likes, shares, comments) and reach.
- Identifying key producers: Analyzing the groups and individuals responsible for hate speech and their influence.
4Ethical Considerations
Data confidentiality: Information recorded during monitoring is securely stored and not disclosed to the public or to unauthorized persons.
5Limitations
- Some online activities occur on encrypted platforms, making monitoring difficult.
- Fake accounts and bots make it challenging to assess real social impact accurately.
- It is not possible to comprehensively monitor all social media networks.
3Monitoring Activities
This report was compiled through monitoring online and print media used by the military government and its supporters to disseminate hate speech. In particular, during August 2025, BHRN found 49 instances of hate speech from monitoring 3 Facebook groups, 1 Facebook page, and 13 Facebook accounts; 35 instances of hate speech from 24 Telegram channels; and 14 instances of hate speech from monitoring 24 TikTok accounts. In terms of print media monitoring, 2 newspapers and 1 journal were observed.
In total, 98 cases of misinformation and hate speech dissemination were recorded during the monitoring in August. The results are presented using tables, graphs, and clear explanations. The main sources, impacts, and preventive measures for hate speech will also be provided, together with recommendations.
Due to significant limitations in conducting comprehensive monitoring of social media, there may also be incidents of hate speech that were not recorded.

4Spreading Hate Speech
Hate Speech Against the Rohingya
HRW has warned that Rohingya people in northern Rakhine State are once again facing threats similar to, but even more severe than, those they experienced in 2017.
A Facebook account under the name Ya Tha Sa spread hate speech claiming that Rohingya had carried out a jihadist invasion of Maungdaw in northern Rakhine State and massacred local Rakhine residents. In its posts, without specifying a time period, it falsely alleged that security forces and border guard units had managed to rescue the population in time and prevent ethnic massacres. Such posts portray the Rohingya as violent extremists and incite stronger hatred against an entire ethnic group.
See the translation of the attached link below the conclusion (1)
It was found that the Facebook account Lu Thar spread hate speech using false news, claiming that the Rohingya are plotting to take complete control of northern Rakhine State, that Bangladesh is supporting and harboring Rohingya extremists, and that militant recruitment and training are being conducted in Bangladeshi refugee camps. This hate speech was linked to the upcoming United Nations General Assembly in September and used as a pretext to incite hostility against the Rohingya. The posts portrayed the Rohingya as criminals and contained rhetoric encouraging violence against them.
See the translation of the attached link below the conclusion (2)
A Facebook account under the name Baghi Thein Win spread hate speech portraying the Rohingya as intruders who had come to seize land. The posts described the Rohingya as criminals who illegally entered Rakhine State and engaged in all kinds of wrongdoing, while also inciting calls for harsh measures to be taken against them.
See the translation of the attached link below the conclusion (3)
It was observed that the Facebook account Lu Thar spread hate speech on the occasion of the anniversary of the Rohingya massacre that took place in northern Rakhine State on August 25, 2017. The account claimed that the incident began as a religious war initiated by the Rohingya and alleged that the true victims were the Rakhine people and Hindus, thereby using religion to incite hatred. These statements deliberately ignored the deaths, forced displacement, and human rights violations suffered by the Rohingya.
See the translation of the attached link below the conclusion (4)
The Facebook account Maung Mone spread hate speech claiming that after entering Myanmar’s northern Rakhine region, the Rohingya had increased their population in order to expand their territory. It alleged that the Rohingya murdered local residents and seized farmland, while being falsely portrayed internationally as victims. The posts further described the Rohingya as inhuman and wicked people. Such statements used derogatory language against the Rohingya, inciting greater hatred from other ethnic groups toward them.

Hate Speech Directed at PDFs
Supporters of the military frequently spread hate speech portraying the People’s Defense Forces (PDFs)—who took up arms in resistance to the coup in defense of their beliefs—as terrorists.
The Telegram channel 24 Hour News claimed that PDFs were killers who even murdered monks and that they were exploiting the revolution for personal gain, therefore they should be eliminated. Such rhetoric used derogatory language to discredit the revolution while spreading hate speech against the PDFs.
See the translation of the attached link below the conclusion (6)
In Bhamaw Township of Kachin State, ongoing clashes between the two sides have led to a large number of displaced people and the destruction of the town. Supporters of the military spread hate speech, blaming the Kachin Independence Army (KIA) and PDFs for the situation. It was found that the Facebook account Swann Nan Waddy Maung spread such messages using mocking and derisive language directed at the armed resistance groups.
See the translation of the attached link below the conclusion (7)
After the military junta declared the Karen National Union (KNU) a terrorist organization, hate speech against both the KNU and PDFs increased. It was observed that the TikTok account A…K…Mg used a cartoon to depict the KNU as luring Bamar youth into the jungle to take up arms after the coup, suggesting that, as a result, Bamar people were being killed and destroyed. The cartoon employed mocking and derisive expressions.
See the translation of the attached link below the conclusion (8)
Hate Speech Directed at Muslims
Alongside the Rohingya issue, the spread of hate speech against Muslims in Myanmar has also been increasing. It was observed that in connection with news reports about the suspension of the Law Protecting the Privacy and Security of Citizens, U Sithu Maung, a Muslim member of the National League for Democracy (NLD), was targeted with religiously motivated hate speech. On the Ba Nywint Telegram channel, derogatory and mocking language was used to insult and attack U Sithu Maung.
See the translation of the attached link below the conclusion (9)
The Facebook account Baghi Thein Win spread hate speech claiming that Muslims were exploiting human rights to manipulate democratic countries, and questioning whether what exists is truly “human rights” or simply “Muslim rights.” The post contained mocking and derisive language directed at Muslims.
See the translation of the attached link below the conclusion (10)
In Myanmar, it is common to spread hate speech by linking crimes committed by an individual or group to religion. It was found that the Facebook account Zo Innpi shared a video allegedly from Scotland(UK), claiming that due to harassment by Muslims boys, young girls holding an axe and a knife in self-defense.
Police Scotland has warned the public not to share misinformation about the social media posts claiming the incident was caused by a Muslim migrant man harassing the girls, as the incident actually began when a Bulgarian couple approached them.
The post further alleged —without providing any verified evidence — that more than 300,000 cases of sexual assault against young girls in the UK had been committed by Muslims.
See the translation of the attached link below the conclusion (11)
Hate Speech Directed at Women
Supporters of the military junta have consistently spread sexualized hate speech against women from various backgrounds who are involved in the revolution.
On the Sit Thway Telegram channel, it was claimed that revolutionary women were terminating pregnancies in the camps and that such cases arose due to sexual activity, using this as a basis for spreading hate speech. Women from the People’s Defense Forces were mocked and derided as if they were participating in the revolution only for sexual purposes.
See the translation of the attached link below the conclusion (12)
During clashes between the two sides, the Truth Media Telegram channel spread hate speech mocking the wives of PDF members who had been killed. The posts used demeaning and derisive language that dehumanized them.
See the translation of the attached link below the conclusion (13)
On the Sit Thway Telegram channel, a post was shared depicting women in armed resistance camps as if they were sex slaves. The post claimed that young revolutionaries in the camps were engaging only in sexual activities and that women there were being used as sex slaves for men. This not only attacked the dignity of women but also sought to discredit and undermine the revolution.

Hate Speech Targeting AA Members
The military council often spreads hate speech against armed resistance groups competing with it militarily.
Within a short period, the Arakan Army (AA), which has gained ground both militarily and politically, has become a frequent target of such hate speech by pro-military supporters. On his Telegram channel, the cartoonist Mar Ga drew a cartoon portraying the Arakan State as being plunged into war because of the AA. The post depicted the AA as a terrorist organization, suggesting that because of its actions, the Rakhine people would soon face extinction, and framed AA members as criminals.
See the translation of the attached link below the conclusion (15)
A Telegram channel named Kyaw Swar posted a photo of a deceased mother, with the cause of death unknown, and claimed that she had died due to AA military training. The post further alleged that because of the AA, the Rakhine population was declining. The caption was written with mocking and derisive language, spreading hate speech against the AA.

8Conclusion
The month of August was marked by significant political and military shifts. Looking at the propaganda campaigns to reinforce military rule, the junta’s election-related preparations, and the designation of the long-established ethnic armed group KNU as a terrorist organization, it is evident that domestic political and military tensions are likely to continue escalating.
Alongside these issues, hate speech also intensified. In particular, August saw an increase in accusations and hate-driven attacks targeting ethnic groups as well as religiously motivated hate speech. Moreover, hate speech against the Rohingya and Muslim communities rose further, using the upcoming UN General Assembly as a pretext.
Although non-governmental organizations have made efforts to curb the spread of hate speech in Myanmar, it is evident that such discourse has not diminished and remains largely uncontrolled to this day.

When a child asked me to tell a story last night, I told him the story of DaNya Wadi.
Season 1 (Genocide) - Evil Begali invaded Maungdaw township by shouting about Jihad recently. They killed local Rakhine people along with the voice of Jihad with their random weapons, including swords. Rakhine people were saved from Genocide only because the Myanmar military and police forces saved them immediately.
Season 2 (unthankful but insulting) - As the continuation of the above actual story, those local Rakhine people are now unthankful and they are insulting those who saved them.
Season 3 (still thinking about name) - It is difficult to shoot the end part. This is the intermission of the story.

This coming September, there will be the UN General Assembly… alongside other important issues, the matter of the illegal Bengalis in Myanmar will also be discussed and decided… Last year, when Yunus gave a speech at the UN, although he did not raise issues concerning Bangladesh, he pushed mainly for the repatriation of Bengalis to Rakhine… Everyone agreed that by 2025, the UN should decide on the repatriation of Bengalis… That time is approaching this September. After last year’s UN General Assembly, UN Secretary General Guterres visited the Bengali refugee camps in Bangladesh for a week… At a meeting with the refugees during that trip, Yunus officially said that Bengalis would be allowed to hold their next year’s Eid festival in Rakhine — I believe everyone still remembers that… The Bengalis are using every possible means and method to fully seize northern Rakhine… Since Yunus became the interim government leader, wherever he goes and whomever he meets, he promotes the establishment of a Bengali zone…
For the upcoming September UN Assembly, Bengalis have also been granted attendance, and at the assembly, they will be allowed to demand rights for Bengalis in Rakhine from the stage. They have even selected speakers. ARNC, led by Shwe Maung, and ARNC, led by Nay San Lwin, are competing with each other to lead the future Bengalis (Rohingya)… everyone can see that. While Bengalis are getting the opportunity to make noise at the UN, on the ground, AA, ARAA, and ASLAMY militant groups have already joined forces to form a Bengali joint army, preparing at the Rakhine border to cause harm at any moment.
The Bangladeshi government, which continuously demands the establishment of a Bengali zone, is also lobbying internationally for Bengali rights, land ownership, and recognition of a Bengali zone. At the same time, they are breeding and supporting armed Bengali militants… Up to now, tens of thousands of armed Bengali militants have been receiving support from Yunus’s government, freely recruiting and training new people inside refugee camps, preparing militarily. Just yesterday, in the Dhaka Tribune, it was written that an armed group arrested Bengali fishermen, blaming AA, and another piece accused AA of supporting minority armed groups from the Chin Hills by supplying them with weapons and ammunition — a hostile allegation. Here, before the UN Assembly convenes, both the Bengali government and Bengalis in Rakhine will try to defame AA by any means necessary, portraying it as an abuser, fabricating false accusations, so that the world will sympathize with the Bengalis as victims and support the Bengali zone. With Yunus’s backing, Bengalis are trying both politically and militarily to disturb and undermine AA. In the upcoming UN Assembly, Palestine will reportedly be recognized as a state by France, Canada, Ireland, and some Western countries. Regarding the illegal Bengalis in Rakhine, some kind of decision might also be made…
Because of this, right now, Bengalis will use all information and every method available to attack AA. Just yesterday, San Lwin fabricated claims that over six hundred Bengalis were killed by AA — such false and timely accusations. Before Sit-Tway, Kyaukphyu, and Manaung, along with the military junta, can be completely stabilized, the western border issue could also erupt soon. As for the leadership, there is no doubt they already have sufficient strategy and preparation. For the Rakhine people, strength, wisdom, and capability are needed to overcome all these circumstances… For the Rakhine, as Nanda Thein Zan’s book says: “The dogs bark but the caravan goes on.” The dogs may bark, but the caravan continues its journey… For the Rakhine people’s freedom, justice, true history, and the goal of independence — this is the time when every Rakhine must stand shoulder to shoulder, united till the end.

Illegal immigrant Bangalis are beyond the limit. They are the wrongdoers of everything. They live in others’ land. They are murderers and rapists, and they are trying to take over the country. Strong actions must be taken against them in order to protect the residents.

Regarding the Bengali issue in Rakhine in 2017, rather than focusing on how it began, why it happened, and who started it, even today, some domestic media outlets are only magnifying and portraying the suffering of the perpetrators themselves. On August 25, 2017, before the terrorist Bengali ARSA group attacked Myanmar military bases, they killed eight ‘Myo’ people who were farming in the hills — some bodies were never recovered. After that, Bengalis in large numbers launched attacks on over thirty military outposts. They killed more than 200 Hindus… In Maungdaw, Bengali militants also killed education staff, government employees, and police officers, including Rakhine civil servants. Only after a week of these incidents did the Myanmar military begin clearance operations. Long before that, due to Muslim violence, hundreds of Hindus and Rakhine civilians had already been unlawfully killed…
None of this has been written about by the media anymore, and no one talks about the fact that it was Bengalis who started this religious extremism, this so-called jihad war. Instead, until today, they only portray Bengalis as victims of clearance operations. But the truth is that those who initiated the violence were terrorist Bengalis, while the ones who truly suffered were countless Rakhine and Hindu civilians…

In Myanmar’s western Rakhine region, there is an ethnic group that has entered illegally from Bangladesh. Their appearance is different, their food and living habits are different, and their religion is also different. These people came into the Rakhine region after 1942 to work as laborers, and they call themselves “Rohingya.” They marry without restriction and have many children. When their population grew larger than that of the native Rakhine people, they began threatening, killing, and seizing the lands and farms of the local Rakhine. Today, they are trying inhumane ways to take over Rakhine land, claiming, “This is our land.” Inside the Rakhine region, they commit violence, while abroad, they shed tears and play the victim. These are the frightening, cruel acts of the Bengalis/kalars. The video is said to be evidence showing how these people entered and what schemes they are plotting, presented by UN Special Rapporteur on Human Rights in Myanmar, Yanghee Lee, explaining it to South Korean intellectual youth so that such things do not happen in Korea.

Clinging to the extremist ideology of “those who are different from me are my enemies,” these terrorists kill without sparing children, the elderly, and even monks. They plant bombs, commit arson, and destroy under the label of “revolution.” There is absolutely no reason to tolerate such terrorists. To prevent the nation and the people from suffering, it is time to stand united and strongly oppose, clear out, and drive away the NUG/PDF terrorists.

Since Sithu Maung talks about democracy and human rights, let me respond. When a group of people blocked public roads so that ordinary citizens could not use them, was that in line with human rights? Your NLD started it on February 16, 2021. When state-owned public schools were set on fire in May 2021, and innocent children were deprived of their right to education, was that human rights? When worshippers going to pagodas were insulted, threatened, and blamed — was that human rights? When singers and artists were insulted and threatened so that they could not perform their art and entertainment, was that a human right? Answer these points, my dear “kalar.”

In democratic countries, the Muslim kalar are dominating so much that people cannot even speak out about human rights anymore. Democracy has now become only about Muslim kalar rights — and you still don’t realize it.

In Scotland (UK), young girls can no longer endure the harassment and pursuit of Muslim boys, and they have even begun carrying knives and axes. In Scotland (UK), young girls are unable to bear being followed and harassed by illegal immigrants. They are being called child abusers. Because the situation is so severe, the girls have even started carrying knives and axes. In the UK, there are said to be over three hundred thousand white women who were raped by Muslims, and the government is providing no protection. The daughters of “Boudicca” have now risen up.

There are many pregnant female PDFs after having sexual affairs between male PDFs and female PDFs in the jungle. These pregnant females are having an abortion because they do not have a specific father of the child. Many village women have now become widows. PDF “condos” (camps) are springing up like mushrooms. In some villages, there are only widows left. So, what will these widowed women in the dry zone do for a living? Even a plot of farmland (referring to women’s private parts) given by their mothers is being plowed and cultivated only by the men from the dry zone. Since there are only those relying on others to plow. No pension, no benefits at all — only hardship and suffering.

A young female member of the terrorist PDF group from Pakokku District Battalion (15) could no longer endure the sexual harassment of the senior male PDF leaders, so she escaped. Now the male PDF leaders are searching for the girl who fled, intending to silence her in case she reveals sexual abuse. Only by escaping far away can the young female PDF members be free from the life of sexual slavery forced on them by the exploitative PDF men.

Because of the terrorist group AA led by Tun Myat Naing, which is waging war and causing suffering, there are hardly any young people or men left in Rakhine State. What remains are only the elderly and women with children. If this continues, it seems that the Rakhine people will gradually face extinction because of the AA terrorist group.
